Infrastructure Ontario and Ontario's Ministry of Community Safety and Correctional Services have shortlisted three consortiums for the Toronto South detention centre PPP. The three will be issued a request for proposals later in September. The design-build-finance-maintain concession covers a a new 1,650 maximum security adult prison to replace the city's existing facility.

The three consortiums are Integrated Team Solutions (EllisDon, Fengate Capital, and the LPF Infrastructure Fund with RBC, Zeidler and Johnson Controls); Access Security Toronto (Babcock & Brown with PCL, Honeywell and WZMH); and SNC Lavalin with Schenkel Schultz and Bondfield.
